Why isn't australia way better than NZ?

Q: If u look at the amount of players australia has(NRL and feeder clubs) and look at the nz players and how cr*p the development progam in nz is its hard to understand why Aus isnt better than us. Especially considering how bias the game is
-Warriors most penalised team (no coincidence)
-australian ref for ALL our games but nobdy argues unless we ask if we can hav an nz ref
-the majority of international games are in Aus (four nations final, world cup, ANZAC test)
-majoirity of the Rugby league board is Aus
And all the extra games ozzy has
-State of origin
-city vs country
-All stars game (except Blair, vatuvei, marshall)

And even with all of this against us we still managed to win the rugby league WORLD CUP!!!

So why cant Australia walk over the top off us, lets say i wont be very surprised if we win the four nations
to all the ignorant australians who cant read the question is why isn't australia "WAY" better than NZ
and at 'scruff' who said we use samoan, tonga players etc. hav u seen the australian team petero(fiji), Jarryd(fiji), Karmichael(Samoa/NZ), Folau(tonga), tuqiri(Fiji) so ur comment is absolute cr*p Aus uses just as many polynesian players as we do. And im pretty sure We are at the top of the Four Nations table at the moment

A: First, you can't blame the development program anymore because NZ pretty much sends all their Juniors to the Toyota cup now, also take into account that NZ has heaps of NRL players, State of Origin doesn't really make Aus any better, it's just a few extra games for the better players, NZ has just as much chance to make a representation in the Allstars game, you just have to be a popular player, thte Warriors aren't the most penalized team every single year, you can't really say the refs are bias because they just suck anyway, the Rugby league Board is in Sydney but is made up of Members from Aus, NZ and Uk, most of the international games are played here because more money is made in Aus than NZ, don't forget about every 2nd year the Uk hosts a tournament too, the final is held here too because Brisbane is the only city not to have hosted a game, and i'd take better that NZ anyday over Way better as long as we're better.
